Even when using service dependencies between the WebLogicAdmin and PIA services I was having the problem where the PIA starts too fast and then can’t “find” the management service which causes the “This server is being started in managed server independence mode in the absence of the admin server” note in the log. Setting the PIA service to “Automatic (Delayed)” without the dependency seems to resolve that.
